This project reflects the potential margin of error in State Aid assumptions considered in various school construction projects for FY27-32 in traditional State Aid and State Aid for local school systems with significant enrollment growth or relocatable classrooms (EGRC), with an offsetting amount of General Obligation bonds. Once actual State Aid is known for specific projects within the assumption, the reduction in this project is removed. This project also reflects the assumption of forward funding by the County with expenditures in State Aid reimbursements in the following years. During the FY26 budget development, the General Assembly provided a grant of $4.5 million in State Aid to fund the design, construction, and capital equipment of public school buildings and public school capital improvements. This grant does not require a local match, and it is programmed via funding switch with General Obligation bonds. Once MCPS identifies the project in which it will be used, this amount will be moved into that project.
