Scope

The Montgomery County Fire and Rescue Service (MCFRS) seeks a contractor to perform Accreditation Manager Services for the agency’s ongoing accreditation program.

Promote and institutionalize the Commission on Fire Accreditation International (CFAI) accreditation model throughout the MCFRS.   Provide leadership and guidance to MCFRS managers and other subject matter experts (SMEs) delegated to write the MCFRS Self-Assessment Manual (SAM). This document is based upon the guidebook published by the Center for Public Safety Excellence (CPSE): Fire and Emergency Services Self-Assessment Manual (FESSAM), 9th edition.  Lead the MCFRS Division Chiefs and Section Managers through the process of addressing recommendations published in the 2013 Reaccreditation Report prepared by the CFAI Peer Assessment Team.  Periodically update the MCFRS accreditation operational response program performance matrices to accurately depict and measure numerous first-unit arrival and effective response force (ERF) program measurements.  As MCFRS continues to evolve and develop response solutions to meet operational priorities, it is critically important that data analysis is performed by the Accreditation Manager to regularly measure effectiveness of implemented strategies.
