Scope

Montgomery County, Maryland (“County”) is considering a change to its existing municipal solid waste (MSW) management system to strategically focus on enhanced waste diversion, the recovery of resources such as recyclable materials, and/or the recovery of energy from its MSW stream by adapting the Shady Grove Processing Facility and Transfer Station (“Transfer Station,” Derwood, MD Facility) and the County’s Dickerson, MD facilities while minimizing the quantity of residual waste materials which require disposal by conventional methods.  Relevant information concerning the County’s MSW management system including tonnages for various waste stream components, descriptions of the waste mass balance through the MSW system, as well as descriptions of the various solid waste management related facilities, can be found in documents posted here

As part of this effort, the County is issuing this Request for Expressions of Interest (REOI) to invite interested and capable parties to submit information describing their experience and qualifications to provide proven, comparably scaled, and commercially operating technologies that are capable of processing and managing non-hazardous MSW and source-separated organic waste materials, in anticipation of using those capabilities to meet specific County MSW management goals and objectives including necessary retrofit and/or adaptation of existing County facilities.
