Scope

The County is interested in providing treatment services to Montgomery County children who are referred by a county agency such as law enforcement, social services or the schools. All referrals will be channeled through the Montgomery County Sheriff’s Office.
The County seeks qualified and experienced entities to provide a continuum of counseling services for assessment, group and individual counseling services. Services must be provided in a variety of settings to include, but are not limited to, schools, private offices, and County facilities. The County wishes to provide services in a comfortable child friendly environment.
As required by the Maryland Department of Health and Mental Hygiene, each facility must be readily accessible to public transportation and must meet the requirements of the Federal Americans with Disabilities Act.
The Sheriff’s Office reserves the right to inspect the areas in which children will receive services.
The County wishes to provide counseling in a group format for the majority of the children using a curriculum designed by Sandra Graham-Bermann of the University of Michigan. Offeror must provide sufficient licensed counseling personnel to staff each group session, a minimum of one therapist and support staff for each group session.
The majority of the children will have a parent who is the subject of a civil protective order or has criminal justice involvement. Several may be involved with the Child Welfare system. Many of the custodial parents will be involved in receiving services through other County agencies, e.g., the Abused Persons Program. The County is interested in providing increased collaboration among agencies providing services to these children and their families. This may include offering services to the children concurrently (in the same facility and at the same time) with services to the custodial parent.
