Community Action Agency (CAA) & Family Engagement Support for Head Start Three-Year-Old Community-Based Program

The County seeks an experienced and qualified culturally competent entity to provide family engagement services and support for its Head Start Community-Based Program for eligible three-year-old children in childcare classrooms in Montgomery County, Maryland. Professional services required by the County for its Head Start program include, but are not limited to, administration/support and parent/community services and support.

The offeror selected by the County will work in partnership with DHHS to deliver high quality family support services to the families and caregivers of three-year-old children enrolled in the Head Start mixed delivery model. The County is committed to ensure that Head Start services are accessible to the County’s diverse ethnic and language communities and follow federal Head Start performance standards.
As the partnering agency, the offeror must assure and encourage the parents of enrolled children to participate in the County’s Head Start three-year old mixed delivery program at all levels and engage as their child’s “first teacher” through all program activities.

The County will require the services of one offeror to provide family engagement and support to children and families enrolled in the Head Start three-year old mixed delivery program in partnership with countywide childcare providers.
The County intends to make one award under this RFP.
