Scope

It is the intent of this RFP for Montgomery County to enter into a contract with a firm (the “Contractor”) for the purchase, installation, and maintenance of new single-space meters connected by a vendor-hosted, web-based management or back-office system, allowing the County the capability to manage the parking meters in real-time from any location where Internet is available.

Management of the units will include but not be limited to: program rates, regulations, configurations, access reports, receive alarms of malfunction, and change messaging display.

It is anticipated that the County will purchase approximately 431 single-space meters through this contract, although the County may elect to purchase more or less, depending upon funding availability and need.
The County operates a parking meter shop staffed with technicians capable of repair and ongoing meter maintenance. The Offeror must clearly detail the meter components that can be serviced in the field, at the meter shop, or that require the Contractor to service directly, either on-site or by shipping to Contractor’s facility.

Offerors may recommend a parking solution which exceed the requirements or offer better solutions than the requirements outlined in this RFP.
