DHHS has adopted a Cost Allocation Plan (CAP)-Service I, to enable it to properly allocate its costs to various cost pools set forth in the CAP.  This CAP includes a Random Moment Time Study (RMTS)-Service II, for the employees included in the cost pool for Federal Financial Participation (FFP) under Title XIX of the Social Security Act.  The RMTS is a statistically valid sampling of participant activities used to determine the amount of effort spent by a group of employees on various activities.  The results provide a basis for allocating costs to the benefiting programs. 

DHHS is soliciting a proposal from qualified entities for the implementation of the CAP and RMTS.  DHHS intends to award one contract as a result of this RFP. 

DHHS requires a system that is ready to Go Live on October 1, 2023.  The Contractor must be prepared to deliver training to staff in August 2023 and the system must be in production by September 1, 2023 in order to meet the Go Live date.
