Services required will consist of providing professional and support staff to assist the Department of Environmental Protection’s Recycling and Resource Management Division staff in promotion of a wide variety of solid waste management, waste reduction, reuse, recycling, composting, and buying recycled activities.  Personnel must be capable of explaining, defending, and justifying the various aspects and conclusions of a project before senior management, elected officials, regulatory agencies, technical experts, the general public and different types of media.

The selected contractors must provide the experienced creative and production personnel required to develop and administer program advertising, educational and promotional efforts and public relations campaigns.  Those responsibilities will include the design, execution and placement of advertising and promotions and will include the typesetting, graphic design, printing and securing of all supplies.
