Scope

The Security Services Division (SSD) of the Montgomery County Department of Police (MCPD) is responsible for the planning, coordination, and management of comprehensive physical security operations across the County’s facility portfolio, providing oversight and protection for more than 200 County-owned and County-leased buildings.
A secure operating environment is essential to enabling Montgomery County Government to fulfill its mission to serve residents, employees, and visitors. To support this mission, SSD administers a multilayered security approach that includes contract security officer force management at a diverse range of government facilities - including public safety buildings, administrative offices, service centers, shelters, and public-facing operational sites - all of which require consistent, professional, and reliable security coverage. Additionally, the Sheriff’s Office has contract security requirements at facilities that fall within the judicial complex and its purview.
To meet these needs, the County seeks to engage a licensed, uniformed, and highly professional security services firm capable of delivering a robust, visible, and comprehensive security program. The selected Contractor must demonstrate the capacity, experience, and organizational depth to provide consistent security presence; support incident prevention and response; ensure adherence to County standards; and enhance the overall safety posture across the full spectrum of County facilities.
This solicitation and resulting contract will require the awardee to have an executed Labor Peace Agreement (LPA) prior to the execution of the contract. Offerors must complete and submit with their proposal the Attestation for a Labor Peace Agreement, Attachment K. Failure to submit Attachment K will result in the offeror being non-responsible and their proposal will not be evaluated.
