Scope

DPS is issuing this Request for Proposal (RFP) to solicit proposals from offerors for Information Technology (IT), Reporting and Analysis, Policy Consulting, and Marketing and Outreach Services.

This RFP is designed to provide offerors with the information necessary for the preparation of competitive proposals. This RFP is for Montgomery County DPS’s benefit and is intended to
provide DPS with competitive information to assist in the selection process.

The contractor will support DPS in fulfilling the DOE grant objectives of reporting on project compliance with the new energy codes, and improving processes, data collection methods, policies
and guidance materials.

Contractor support is needed during the current 2021 code cycle, and the upcoming 2024, 2027 and 2030 code cycles.

The total Not to Exceed budget for the entire life of the contract (up to 8 years) is $3.8 million.

This solicitation seeks to establish multiple contracts with six (6) qualified contractors to provide Information Technology (IT), Reporting and Analysis, Policy Consulting, and Marketing and Outreach Services. The contractor shall furnish a project team with the personnel, expertise, and capacity necessary to successfully perform all services described in this Request for Proposals (RFP). The proposed team must collectively demonstrate the qualifications and experience required to address all technical, operational, and administrative components of the Scope of Work. Each engagement will be executed through individual Task Orders, each containing a defined Scope of Work (SO) and individual period of performance.
