The Department of Correction and Rehabilitation, Community Corrections Division, provides pre-trial and pre-release services.  Pre-Trial Services utilizes an evidence-based risk assessment tool to determine the eligibility of a defendant for pretrial release and a level of supervision assessment to determine the supervision levels required for defendants.  These tools require periodic evaluation and revalidation pursuant to §5–103 (a) (b) of the State of Maryland criminal procedures. 

The intent of this solicitation is to contract with an experienced company or professional with technical expertise to evaluate and revalidate the Pre-Trial Services risk assessment and supervision tools; and design and implement modifications or new tools as requested by the Department of Corrections and Rehabilitation.
