Scope

Any prospective offeror wishing to participate in this Joint RFP must complete Attachment M – Intent to Respond and email the completed form to  jennifer.shovlin@montgomerycountymd.gov no later than 3:00 PM EST on March 25, 2025. Attachments 1-15 listed on page 3 will be provided only to these prospective offerors who timely complete and submit the Intent to Respond and demonstrate that they meet the initial qualifications.

Montgomery County Agencies for purposes of this RFP consists of Montgomery County Government (MCG) and Montgomery College (MC).

Montgomery County Agencies are soliciting proposals from qualified pharmacy benefit management (PBM) firms to provide pharmacy benefit management and related administrative services ("PBM Services"), including Employer Group Waiver Program (EGWP) + Wrap Services for Medicare Covered Members effective January 1, 2026. Montgomery County Agencies are seeking a PBM that will duplicate existing plan design and to the extent possible, maintain the existing formulary for pricing purposes. In addition, the PBM must provide the best combination of (1) excellence in customer service (2) strong and flexible cost control features that will reduce the long-term rate of pharmacy cost increases, and (3) a "best in class" administrative arrangement that includes: appropriate and well defined contract terms and conditions; superior member and client service; plan design adjudication accuracy; clinical programs with outcomes measurements; and a robust suite of standard and ad hoc reporting capabilities.
