The County intends to award a maximum of three (3) contracts under this Request For Proposals (RFP). The County is seeking experienced, qualified, and culturally responsive entities to deliver therapeutic mentoring and care management services. The entities awarded a contract under this RFP are expected to plan and execute evidence-based, ethnically and culturally relevant, trauma-informed therapeutic mentoring and care management services to youth and their families.

Offerors may propose to provide therapeutic mentoring and care management services for one (1) or more of the three (3) Geographic Areas listed below in 5.2.3. Offerors must submit a separate proposal for each Geographic Area they are proposing to provide services for and must complete Attachment E indicating which Geographic Area the proposal is intended for. An offeror is eligible for more than one award under this RFP. Offerors will not receive preference in the award process for offering to provide services to all Geographic Areas. The County reserves the option of adding or deleting services to Geographic Areas as needs dictate.

Listed below are the three (3) Geographic Areas relevant to this RFP. Geographic areas are defined using Montgomery County Public Schools (MCPS) high school clusters, which “are groups of geographically defined attendance areas that include elementary and middle schools that feed into particular high schools and consortium schools” (see MCPS Clusters website for a definition of Clusters and a list of elementary, middle, and high schools in each cluster). The listing of school names is not meant to imply that services must be school based but are merely used as a means of delineating geographic areas.
