Scope

The intent of this Invitation for Bids (IFB) is to solicit bids with a certified medical laboratory to provide specialized testing services for clients affected by HIV and resisting treatment, as per the terms, conditions, specifications and Quotation Sheet contained herein, for use by the DHHS HIV Clinic and other departments within Montgomery County (the County).

This specialized testing is required as a standard of care for HIV positive patients who are failing treatment at the Montgomery County Department of Health and Human Services (DHHS) Dennis Avenue Health Care Center's HIV clinic. The clinic currently provides medical care to approximately 350 HIV positive patients. The selected vendor will provide exclusive lab testing to include (but not limited to): PhenoSense GT, PhenoSense Integrase, and Trofile Assays for HIV positive patients.

Specimen collection is performed by County staff at the following location: 2000 Dennis Avenue, Suite 22, Silver Spring, MD 20902. (This denotes that our staff at the Dennis Ave Clinic performs or does the actual blood work/blood draws).

These specialized tests play a central role in the spectrum of clinical care for patients infected with HIV from screening and diagnosis to disease management. The results are used to assess the reasons for resistance to drugs and optimize treatment regimens for the patient in order to lead to better outcomes and reduced costs.
