The Contractor shall act at the direction of Montgomery County as its agent and under its authority. All fees and fines collected will be in accordance with the Montgomery County Code and Transportation Rate Resolution authorized at the time of the collection. The County’s current parking violation codes and fees are articulated in Montgomery County Resolution No. 20-506.

During the term of this Contract, the Contractor must provide to the County the following services:

a) The Contractor must provide the Contractor’s self-release immobilization device to be used by the County to immobilize vehicles identified in the Montgomery County Code as subject to immobilization.
b) The device must not cause damage to the wheels or any part of the vehicle when being applied.
c) Installation must take less than one minute.
d) Must fit standard vehicles from sub-compact to a regular pick-up truck.
e) Must weigh less than 20 lbs.
f) The Contractor's help-center ("Help-Center") must be available 24 hours/day and 365 days/year to answer questions from immobilized motorists, and process electronic payments for immobilization fees and parking fines and/or penalties owed.
g) The Contractor must provide the County access to the Contractor's web-based vehicle immobilization software system for tracking all County transactions under this Contract.
h) The Contractor must integrate its vehicle immobilization software system with the County's ticket processing and/or court system(s) to communicate data to receive lists of vehicles eligible for immobilization and update payment data daily.
i) The Contractor must repair and replace all Contractor's immobilization devices as needed.
j) The Contractor must provide installation and training for all hardware and software used by the County for their self-release vehicle immobilization system and will train the County officers removing the immobilization devices.
