The Contractor must provide program services to students and families at the Northwood High School Wellness Center (Option A) and the Wheaton High School Wellness Center (Option B), as services of campus when appropriate. Program services at each of the Wellness Centers must be provided to a minimum of 300 students and their families. The Contractor may, as an alternative to providing these services directly, may subcontract with community agencies to provide some services jointly to Wellness Center participants. These subcontractors must have a track record of providing youth-based developmental services. In addition, the Contractor must work in collaboration with MCPS staff and counselors, HHS School Health Services nurses, health room aides, outreach staff, health contractors, partners, and other organizations currently providing support to students in each High School as well as other the cluster schools that support the youth programs at the High School. All services offered at the Wellness Centers must be healing informed, evidenced-based ethically and culturally proficient. For Contractors identifying approaches that have not had rigorous evaluation, must provide evidence to justify the selection of an unproven approach.

The Contractor must provide program services Monday through Friday during regular business hours including evening hours and weekends on as needed basis as determined by the County working in conjunction with MCPS School administrator. These hours must be flexible, to meet the needs of the school community, especially when a school/community crisis may occur. Although Offerors must submit a service plan that outlines the provision of certain key core services as described in the Work Statement/Specifications, the plan must also demonstrate flexibility in meeting needs identified by the school community and the Local Wellness Center Advisory Board.
