The County is seeking a qualified Montgomery County located entity or entities to provide licensed community-based, pre-kindergarten services (also referred to as “the Program”) for up to 150 mixed-aged preschoolers, age 3, 4 or 5, who are not eligible for kindergarten enrollment, herein after referred to as “program participants”. The program intent is to open a supply of prekindergarten seats to meet the demand for high quality prekindergarten seats in a areas that have a low supply and areas where the number of public prekindergarten and Head Start seats are limited to a larger population in need of these early care and education programs. The target population to be served by this program are low-income families residing in Montgomery County who are not registered or enrolled in public pre-kindergarten, Head Start or any other preschool program.

The children must be English Language Learners and Free and Reduced-Priced Meals (FARMS) eligible and/or facing barriers to school readiness. The entity or entities awarded a contract as a result of this solicitation (herein after referred to as “Contractor”) will work in partnership with the DHHS to deliver high-quality early care and education to ensure each child is able to enter school ready to learn coupled with an array of family support services. The Contractor must be located in Montgomery County and be required to use a Maryland State Department of Education (MSDE) approved comprehensive curricula for children who are between the ages of 3 through 5 years old. In addition, the Contractor will participate in MD EXCELS with a published score of 4 or above. The Contractor must provide evidence of plans to achieve a Maryland EXCELS Level 5 and must hold State or National accreditation within one year from the start of the contract.
