Scope

A. The County is in need of an experienced, qualified, and culturally competent entity to provide high-quality early intervention services and supports for families of children with developmental delays or disabilities, who are participating in MCITP, in order to stay compliant with COMAR.
B. The total anticipated Fiscal Year 2025 compensation for these services, is $2,900,000. This amount is an estimate only and the County makes no guarantee of a specific compensation amount. All compensation payable under any contract resulting from this solicitation is subject to and contingent upon the state and County’s appropriation and encumbrance of funding for this program described in this solicitation.
C. The County strongly endorses the formation of collaborations and/or formal partnerships as a means to providing all services under the scope of this RFP. Offerors choosing to create partnerships in order to address multiple needs must submit a single coordinated, collaborative proposal, describing a proposed working relationship between a lead contractor and subcontractor agencies. Joint proposals must identify a single lead agency and reflect formal commitments between/among the identified agencies. The lead agency and the subcontractor roles must be identified in the proposal, including a description of how services will be delivered and funded through the single proposal. In these cases, Offerors are encouraged to include Letters of Commitment in their proposals. The award will result in a single contract with the lead agency. The lead agency will be responsible for their subcontractor’s work under a contract resulting from this Solicitation.
