The Montgomery County Department of Health and Human Services (DHHS) seeks proposals from qualified, licensed entities to provide outpatient mental health, substance use, victim services, and advocacy services to persons (adults and children) who are deaf or hard of hearing.

All services provided under a contract awarded under this solicitation (the “Contract”) must be provided in accordance with the Code of Maryland Regulations (COMAR) including but not limited to section §10.21.17. Clients may be referred by the County or they may be self-referred. Staff providing services must be able to communicate in or use an interpreter certified who can translate to American Sign Language.

The County requires an entity capable of providing services to a minimum caseload of 20 persons and their families per year, to include case management services, advocacy in the community, psychiatric services, referrals to supported employment and any other community services. The rate of referrals is expected to vary; therefore, the entity must be capable of flexibility in assignment of staff to work with referred cases.

The total estimated Fiscal Year 2025 compensation for the contract resulting from this RFP is approximately $88,364. This amount is an estimate only and the County makes no guarantee of a specific compensation amount. All compensation payable under any contract resulting from this solicitation is subject to and contingent upon the County’s appropriation and encumbrance of funding for this program described in this solicitation. This solicitation will result in one contract with the successful Contractor.
