Scope

Montgomery County’s Noise Control Law now phases out the sale of gas-powered leaf blowers effective July 1,2024, and the use of gas-powered leaf blowers effective July 1, 2025, based on action taken by the Montgomery County Council of September 26, 2023. In order to reduce the economic impact particularly to small or fiscally-constrained landscapers in the County, the Department of Environmental Protection (DEP) will provide rebates over an approximately 30-month period for the purchase of electric leaf blowers. DEP is seeking the support of an experienced contractor to develop and implement a 30-month rebate program with associated outreach, to assist landscape contractors and residents with a transition from Gas Powered Leaf Blowers (GPLBs) to Electric Powered Leaf Blowers (EPLBs). This rebate program may include incentives for the trading-in of GPLB’s.

The available budget is not being disclosed for this solicitation and the County will not address questions about the budget.
