Scope

Montgomery County, Maryland, is located on the northern border of Washington, D.C. and has a residential population of approximately 1.062 million. The Montgomery County’s Department of Transportation, Division of Parking Management, is responsible for the management and operation of the County’s Public Parking Program. This municipal program owns and operates over 18,000 public parking spaces in three distinct and economically diverse Parking Lot Districts (PLD’s): Bethesda, Silver Spring, and Wheaton. Additionally, the County operates on-street parking meters in certain Transportation Management Districts (TMDs) such as North Bethesda, Great Seneca and Friendship Heights. The parking spaces are located both on and off-street. Presently, there are twenty-one (21) garages, eighteen (18) surface lots and over 4,400 on-street meters. Spaces on-street and most surface lots are operated by single-space meters; while the garages utilize centralized pay-by-space, pay-on-foot equipment, single-space meters, or cashier upon exit.

It is the intent of this RFP for Montgomery County to enter into a contract with a firm (the “Contractor”) to operate and manage the Capital Crescent Garage 31, and the COB Garage. And, provide garage attendants/ambassadors at other County parking facilities to support other Division of Parking Management programs and services, including assisting customers with payment, directions, and information.
