Scope

RESPONSES TO THIS REOI WILL NOT BE RECEIVED THROUGH BIDNET. A HARD-COPY SUBMISSION IS REQUIRED. Montgomery County, Maryland seeks a replacement of its existing Vendor Registration System (CVRS), eBidding system (BidNet), Vendor Compliance system (Prism-Compliance), and Procurement Internal Contract Management System. It is the expectation of the County that all components (Vendor Registration, Sourcing, Contract Life Cycle Management, Contract Compliance Management ) will be integrated and will be offered by a single vendor of eProcurement Solution. Alternatively, an offeror may submit a proposal for all components and to act as a prime contractor and system integrator. It is the intent of the county to create a short list of vendors that may respond to a subsequent RFP as a result of this REOI. The County reserves the right to purchase one or more components from any vendor.

The purpose of this REOI is to gather information on existing and emerging technology and market availability of state-of-the-art eProcurement Solution and services that are compatible with the Office of Procurement’s needs and requirements and to produce a short list of pre-qualified Offerors. This process may result in a future RFP solicitation.

 All aspects of the procurement, delivery, installation of the eProcurement Solution,  software and, integration into the Procurement operation, training of Procurement personnel and department contract administrators, ongoing maintenance and future system monitoring must be accomplished with minimum or no disruption to any department operations.
