Scope

The Montgomery County Department of Health and Human Services (DHHS) requires an experienced and qualified entity to coordinate and provide Interagency Family Preservation Services (IFPS) to provide smarter choices and better options for children, youth, and families in need of family preservation services. The Maryland Department of Human Services (formerly the Department of Human Resources) acquired the IFPS program in July 2007. Each Local Department of Social Services (LDSS) developed a transition plan to follow with the expectation that statewide guidelines would subsequently be developed for Fiscal Year 2009 (FY09). Local Departments are expected to review the statewide guidelines (Attachment G) and submit a standard operating procedure for how this program will function in each jurisdiction within these established guidelines. The goal of the IFPS is to keep children at home in a safe and nurturing environment and to prevent an out of home placement of an identified child by a child-serving agency, promote safety and stability of children and families, and assist families in utilizing community resources and to maintain self-sufficiency. The target IFPS population must be residents of Montgomery County, Maryland. It is expected that the selected vendor will have access to the shared health and human services platform of the Child, Juvenile & Adult Management System (CJAMS) which is an application (a computer software package that performs a specific function) developed as part of the Maryland Total Human-Services Integrated Network initiative or MD THINK. During the last contractual cycle (FY22), the expected minimum number of families to be served annually was 65.
