Scope

This solicitation will be issued through BidNet's Maryland Purchasing Group (https://www.bidnetdirect.com/maryland/montgomerycounty). The Office of Energy and Sustainability (OES) in the Department of General Services (DGS) is responsible for payment and management of utilities for all County facilities including County leases, streetlights and traffic signals.

OES seeks utility database management services (“Contractor”) to deliver comprehensive utility database management services. The Contractor must manage the County’s day-to-day utility billing data currently via EnergyCAP version 7 Enterprise. This includes, but is not limited to, reviewing, reconciling and processing for payment all County utility bills. The Contractor is necessary to track and manage the County’s energy and environmental performance. Services can be provided either on site at the Executive Office Building, 101 Monroe Street, Rockville, Maryland or remotely.
