The Montgomery County Council is pleased to offer the Legislative Information Management System (LIMS) for the public to view Bills and Resolutions considered by the Council.  Other public records, such as Zoning Text and Subdivision Regulation Amendments will follow in the coming months.  Here you will find information about bills including bill progression and all supporting bill files.  Bill and Resolution files are available in searchable PDF format. 

  • Use the basic search field on the LIMS Home page to find legislation by keyword, full or partial Bill or Resolution Number; Full Text Search rules:
    • This field allows end word like search using '*'.
      Examples: Search 'tax*' will return all records with tax or taxation.
      Examples: Search '"chain*" OR "full*"'
    • To find record where multiple words are present use ' AND ' between them.
      Examples: 'tax AND taxation'
    • To find either word in the field use ' OR '
      Examples: 'tax OR taxation'
    • To find one records with one word but not another use ' AND NOT '
      Examples: 'tax AND NOT taxation'
    • To find two words near each other in the field use ' NEAR ' or ' ~ '
      Examples: 'tax NEAR taxation' or 'tax ~ taxation'
    • To find two or more words near to each other use:
      ' NEAR(word1,word2,WordsCount,WordOrder)' or ' NEAR(word1,word2,word3,WordsCount,WordOrder)'
      where word1, word2, word3 are words you are looking for,
      'WordsCount' is proximity tells engine up to how many words to allow between searched words ,
      'WordOrder' is true or false: where true means to follow provided order of words, false meaning is: ignore words order.
      Please note: search value cannot have empty spaces.
      Example: 'NEAR((ervin,rice,elrich),3,true)' , this search means:
      find all three words "ervin", "rice", and "elrich" in the one table field, where distance between each word 3 or less words, and they must be in the same order as searched.
      Please note: Noise word are dropped automatically by search engine, and will not be use in word count or search.

      If you need to include space use it this way:
      'NEAR((Ervin,"rice AND elrich"),2,true)' or 'NEAR((Ervin,"rice elrich"),2,false)'
    • Please note that keyword ' AND ', ' OR ', ' AND NOT ', and ' NEAR ' must be uppercase.

Resolution data is available from 2005 to present
