Scope

Montgomery County seeks the services of a contractor to develop a plan for the implementation of a CCE program in the County.

The intended outcome of this work is as follows:

  1. Gain a better understanding of the specific steps and timelines for establishing a CCE program in Montgomery County as prescribed by HB 768.
  2. Establish preliminary estimates of staffing and budget requirements necessary to develop, implement, and operate a CCE program in order to begin addressing these anticipated needs.
  3. Gather information necessary to develop subsequent solicitations related to (a) studies required prior to the implementation of a CCE program, (b) the retention of a full-services CCE program administrator, and (c) the procurement of energy to meet the needs of the program.
  4. Retain consulting services to assist the County during the Community Choice Energy Workgroup proceedings.
  5. Provide on-going consulting services as required by the County during the development, implementation, and operation of a CCE program.
