The preliminary scope of work would include the following tasks:

• Work with ABS and County officials to develop specific goals and performance measures for the gain sharing program. The deliverable should include a summary assessment of the current state of ABS’s finances and performance and an agreed-upon definition of a Most Efficient Organization (MEO).
• Facilitate the development of preliminary strategies for achieving the gain sharing goals.
• Assist County officials in presenting the gain sharing program to union leadership.
• Facilitate planning meetings with labor and management to agree on gain sharing goals, the strategies to achieve the goals, and how gain sharing will be structured. The deliverable will also include a plan for managing and monitoring the gain sharing program.
