The purpose of this solicitation is to identify a contractor qualified to (1) Provide timely delivery of in-language text messages to cell phone users and residents of selected communities as specified by the County (2) Provide recommendations to the County to maximize number of recipients and improve engagement; (3) Create reports for each text messaging campaign summarizing key metrics, including but not limited to response rate, click-through rate, and opt-out rate.
