Scope

The Montgomery County Department of Liquor Control (the DLC) is seeking proposals from qualified firms to provide marketing and concept design services for its retail store rebranding initiative. Montgomery County (Maryland) is a control jurisdiction; therefore, the DLC serves as the wholesale and retail provider of alcohol beverages to licensees and retail customers in the County. More specifically for this assignment, the DLC operates 25 retail stores that sell beer, wine, spirits, and mixers.

Many of the DLC retail stores are decades old and there has been limited reinvestment to keep the interiors and amenities modern and up-to-date. In addition, these stores do not have a distinguishable brand or visual identity and share the name “Montgomery County Liquor Wine”. Creating a completely revamped brand, from naming and visual identity to in-store layout and experience, is critical to our long-term success.
