The County seeks qualified, experienced and culturally competent entities to provide SCYS in public schools designated by the County and MCPS that are not served by the County’s Linkages to Learning or High School Wellness Centers; and at community-based locations that increase local access to services for families – such as service provider offices, family homes, community/recreation centers, low-income housing communities, libraries, or other locations as needed to support youth success at home, in school and in the community. These services are designed to promote mental wellness, as well as prevent and ameliorate mental health problems among un- or under-insured school-age youth in targeted local communities. The County intends to award up to three contracts under this RFP to Contractors who demonstrate through a proposal their ability and commitment to serve youth who present with, or are at risk for developing, mental/emotional/ behavioral health problems that are mild to moderate in intensity, duration, and scope; and their families. Youth and families to be served under the resulting Contract are those who are un/under-insured, or otherwise experiencing significant documented barriers to accessing mental health supports elsewhere in the community.
