Scope

Montgomery County is soliciting proposals for the purpose of acquiring a proven multi-location, integrated Point of Sale (POS) solution to replace the existing RMS system. The County is willing to entertain solutions that are either fully or partially outsourced. The systems and applications that will make up the new solution for the remainder of this document will be referred to as the “Solution”.

The Solution will replace the existing POS system and provide new functionality to the Department, allowing for better electronic communication, reporting and data exchange with the WMS and between stores in real time (or near real time), integrated credit card authorizations with the POS system in a PCI compliant manner and ability to interface real-time with a check verification provider. The County is open to any check verification process that is proven and stable; however, the County reserves the right at its sole discretion to approve a different check verification provider.

Overall objectives include automating manual and paper driven processes; achieving seamless electronic communication across all areas of the operation; establishing an open architecture technology base that allows for future expansion of capabilities to meet expanding business requirements and increases in volume; facilitation of reporting and information management, leveraging cloud-based technology, and possessing the capabilities that will provide for superior customer service.
