A. The Contractor must assist the Director’s Office with implementing a robust methodologyfor a first-of-its-kind study funded by the Kresge Foundation that will capture rich,qualitative insights on HHS programs services from the perspective of HHS customers.
B. The Contractor must work with a research team in the Director’s Office, as well as theselected national research firm, to implement a comprehensive qualitative research plan.
C. The Contractor must be willing to:1. Assist in the implementation of the research methodologies, particularly theinterviewing of participants. (We are anticipating that up to 60 interviews will becompleted.)2. Assist the national research firm with data compilation.3. Monitor incoming data quality and providing feedback and guidance asappropriate.
D. The Contractor must help compile, analyze, and synthesize the data to be analyzed by thenational firm/consultant. The themes to be incorporated shall include the following:1. Customer narratives, including pain points experienced in accessing services.2. Recommendations for practice enhancement together with guidance, visuals, and otherassets for translating these recommendations into action.3. Lessons learned from the study, with guidance on how the methodologies employed canbe scaled up and sustained for future research and/or incorporated into an enterpriseVoice of the Customer program.
