Scope

The County has had a contract in place since 2014, for American Society of Addiction Medicine
(ASAM) Level 1 Outpatient Treatment Services for up to six (6) hours per week for children and adolescents and Level 0.5 Early Intervention and Education. This Request for Proposals (RFP) is seeking a licensed provider who can meet ASAM criteria for Level 0.5 and Level 1 for children and youth who are uninsured or underinsured. The resultant contract from the RFP will be provided funds for the purpose of administrative supports for these efforts. For children and youth who have Medicaid or private insurance, the provider should bill the public mental health system or private insurance provider accordingly.

The County seeks to award one (1) contract as a result of this RFP to an experienced and qualified licensed entity to provide a program of ethnically and culturally relevant outpatient substance use education and treatment services for children and adolescents (individuals under the age of eighteen – “Clients”) and their families in a facility or facilities provided by the Offeror. Clients may be referred by child protective services and/or Department of Juvenile Service (DJS), from a Montgomery County school, or be self-referrals, and some may require services in Spanish or other languages. The youth referred may have private or public health insurance or be uninsured or underinsured.

For the purposes of this RFP, “Level I Outpatient Services and 0.5 Education/Early Intervention Services” are defined as an organized nonresidential treatment service or an office practice with addiction professionals and clinicians providing professionally directed alcohol and other drug (AOD) treatment. This treatment occurs in regularly scheduled sessions, totaling less than six (6) hours
(Level 1) per week of recovery or motivational enhancement therapies/strategies.
