Scope

It is the County’s intent to enter into two contracts with complete full-service contractors with proven experience specializing in commercial (low and high-security government facilities) electrical controls, fire alarms, and electrical systems preventative maintenance, repair, troubleshooting and installation services at County (owned and leased) facilities under a combination of ‘Firm Fixed Price” and “Time and Materials” basis. One offeror will be primary and the other will be a secondary awardee if the County awards two contracts under this solicitation.  Primary awardee will be assigned day-to-day break/fix repairs, fixed price inspections, and emergency projects. The Secondary awardee will be assigned tasks as determined by the Contract Administrator. There will be no guarantee of assigned work tasks for the secondary awardee. Work will be assigned to the secondary awardee only if the primary contractor is unable to accept the assignment due to an excessive workload.  Each offeror must have the human and technical resources to respond in a timely manner to County’s requests for services.  Each offeror must be able to provide all required labor, equipment, supervision and supplies to carry the work in compliance with all the applicable environmental and safety regulations while minimizing damage to County property. 

• Firm Fixed Price Services will be used for:
a. Annual Tests/Inspection for Fire Alarm Systems
b. Annual Tests/Inspection for Elevator Recall Services
c. Job Classification Labor Rates including overtime

• Time and Materials Services will be used for the following on an as-needed basis:
a. Emergency Repairs
b. Troubleshooting
c. Out-of-cycle maintenance
d. On-Call Services
e. Engineering design
