The Office of Legislative Oversight (OLO) is soliciting proposals to enter into a contract with a qualified, experienced vendor to complete a gap analysis of school system reporting that includes: compiling and categorizing all Montgomery County Public Schools (MCPS) related reports, audits, and investigations recurring, mandated, and those needed on an ad hoc basis (initial report list compiled by Council staff will be provided to vendor as a starting point); identifying gaps between MCPS’ reporting and reporting of other school districts; and conferring with experts in school performance and fiscal budgeting fields on reports, audits, and investigations that should be required and/or produced by the largest and highest ranking school systems in the U.S. and identifying gaps between those recommendations and MCPS’ catalogue of reports.
