The intent of this Invitation for Bid is to establish Requirements Contract(s) to purchase the janitorial supplies for use by but not limited to the Montgomery County Departments of Correction and Rehabilitation, and the Montgomery County Department of Transportation.
The material requirements and specifications are detailed in the quotation sheet and organized into Groups I for sanitation supplies and tools and Group II for personal protectional supplies.
Where possible the description includes a preferred brand and/or manufacturer as well as container size and/or quantities. Each line item within the groups includes an estimated annual usage. The amounts are an estimate and are not a guarantee. Items within each group represent the type of materials purchased. The Contractor must provide a comprehensive cloud-based enterprise permitting solution (the 'System’) that integrates seamlessly with the County’s existing ProjectDox cloud application using modern integration methods, including API connectivity. The system should effectively manage permitting and inspection processes, emphasizing the entire permit lifecycle and compliance requirements. The Contractor must also provide software, implementation services, training, and support for the new System including:
- Provide software per Attachment D - Requirements Document.
- Provide Program Management Service to provide oversight and planning for all initiatives supporting operations and maintenance of the System.
- Own the data conversion & migration function during implementation. County expects appropriate data hygiene / cleansing as part of the conversion effort.
- Provide technical and functional support for the System.
- Migrate DPS’s business workflows, databases, infrastructure to the new System.
- Migrate Documentum files into a new document management solution that interacts with or is part of the System permitting system.
- Support release planning and management to deploy defect fixes as well as enhancements to the System.
- Provide infrastructure and systems administration support to manage the System’s hardware and software.
- Support DPS’s security processes and compliance requirements for the System.

The Montgomery County Government, as authorized by County code, operates the Montgomery County Self-Insurance Program (MCSIP). This program has been in existence since July 1, 1978. The program provides self-insurance and commercial coverage to its members. Current members are Montgomery County Government, Montgomery County Public Schools, Montgomery Community College, Montgomery County Revenue Authority, Housing Opportunities Commission of Montgomery County, Rockville Housing Enterprises, Maryland-National Capital Park and Planning Commission, Town of Somerset, City of Gaithersburg, Bethesda Urban Partnership, Village of Friendship Heights, the Village of Drummond, Chevy Chase Village, and the Town of Garrett Park. The independent fire corporations within Montgomery County participate for Workers' Compensation coverage.
Coverage provided through the insurance program includes Workers' Compensation, General Liability, Automobile Liability, Automobile Physical Damage, Excess Liability, Public Officials Liability, Fiduciary Liability, Crime, Public Official Bonds, Railroad Protective Liability Policy and Real and Personal Property and miscellaneous other policies. Real and Personal Property is commercially insured above a retention of $250,000 (direct writer). A separate commercial Property Policy for the Waste-to-Energy Plant is maintained. Liability coverage is retained to $3,000,000 per occurrence. Commercial Excess liability coverage over the retained limit has been purchased for the program. Cyber Liability and other specialty coverages are also placed through this program.

The County intends to award one contract with one (1) successful offeror as a result of the Request for Proposal (RFP). The estimated amount during the Fiscal Year 2025 of this contract will range from $285,575 to $300,850. All compensation payable under any contract resulting from this solicitation is subject to and contingent upon the County’s appropriation and encumbrance of funding for this program described in this solicitation.
Over the term of the contract, additional funding related to this contract may become available as new grants are issued. In past years small, periodic federal grants have become available to supplement the Program’s work, including the Senior Medicare Patrol Expansion and the Medicare Improvement for Patients and Providers Act grants. The County has historically added these grant funds to the existing contracts to operate the Program and intends to continue doing so. When the County identifies a grant opportunity directly related to the scope of this Contract per Section 5.8 Paragraphs 5.8.1 - 5.8.4 , the Contractor, at the County’s request, must provide all the elements required by the County and the grantor, whichmay include a grant budget, narrative proposal and other information. Any additional funding and/or requirements resulting from this process will be added to the contract resulting from this RFP by an amendment executed by the Montgomery County Office of Procurement.

The Montgomery County Fire and Rescue Service is seeking an experienced contractor to provide entry-level testing services for Firefighter/Rescuer I (Recruit) Applicants/Candidates. The County intends to enter into a contract with one offeror who can provide web-based testing services on an as-needed basis.
A class specification for Firefighter/Rescuer I (Recruit) may be accessed through the County’s web page (http://www2.montgomerycountymd.gov/OHRClassification/jobclass.aspx). The class specification provides information about job duties, minimum qualification, and knowledge, skills, and abilities required for successful performance. Utilize the Class Title (wild card search) to locate the class specification.
The County anticipates that written exams will be administered to between 2,000 and 3,000 applications with approximately 500 oral exams occurring from the pool of candidates that pass the written exam. The tests are currently scheduled for twice a year, contingent upon funding appropriation by the Montgomery County Council. The County may, at its option, conduct additional tests during the year. The Montgomery County Police Department is a "24-hour, 7-day a week" operation with numerous vehicles. The Contractor awarded this contract must be able to provide 24-hour support, 365 days a year (including Holidays and Leap Days). CUSTOM TAILORED UNIFORMS – PART A GROUP I - POLICE
FITTINGS: CUSTOM FIT AND INDIVIDUAL MEASUREMENT REQUIRED
REQUIREMENTS: The Contractor will be required to provide each Using Agency with a minimum of (6) six dress uniform fitting-sessions, to be scheduled in advance and at a time of mutual convenience. Each fitting -session will be scheduled at a facility within the County, for duration of no less than (4) four hours per session.
The Contractor will be required to provide a fitting session, and a delivery/re-fitting session for each recruit class. The Contractor must deliver all finished dress uniform Blouse(s) in time for the picture session and graduation ceremony.
All custom-tailored garments are to be neatly packaged in plastic or paper wrap. Each dress blouse will be hung on a hanger made for handling a suit.
