The intent of this Request For Proposal (RFP) is to establish a contract with one qualified Contractor to provide turn-key Automotive Vehicle Maintenance Services, herein referred to as the Vehicle Maintenance Contractor (VMC).
The VMC must furnish all workforce labor, replacement parts, associated materials, necessary automotive technician hand tools, all diagnostic equipment, required insurance, adequate supervision on all shifts, third-party contractors, and all other items incidental thereto, and must perform all work necessary and specified in the delivery of Automotive Vehicle Maintenance Services for the County.
The County’s goal with respect to Automotive Vehicle Maintenance Services is to provide a superlative level of service at competitive costs. The County seeks proposals from firms with experience in providing Automotive Vehicle Maintenance Services for a fleet with a wide variety of functions such as police patrol units and other public safety vehicles, administrative sedans, light trucks and vans of comparable fleet make up and size. The Fleet as maintained under this resulting Contract at time of solicitation consists of vehicles powered by E10, E85, electric hybrid, diesel, compressed natural gas, hydrogen, and electricity. Additional alternative power sourced vehicles will be introduced into the fleet and percentage makeup of the fleet will adjust. Adjustments in fleet makeup resulting in a 10% negative or positive delta from the count memorialized in this RFP or any subsequent amendments to the resulting Contract will result in a compensation change to the VMC via Contract amendment, not to exceed more than once a calendar month. The County seeks proposals from qualified, experienced entities to provide outreach services and one-on-one case management services to the target population, Montgomery County individuals, families, and households (“Clients”). The contract resulting from this Request for Proposals (RFP) is projected to provide outreach services for 120 to 150 unduplicated Clients per month from at least three sites across the County in areas of highest need. The resulting contract will also provide one-on-one case management services to, at a minimum, 60 unduplicated Clients per month in collaboration with County services. The Department of Health and Human Services (DHHS) intends to award one contract as a result of this RFP.
The total estimated Fiscal Year 2025 compensation for the contract resulting from this RFP is $435,802.91. This amount is an estimate only and the County makes no guarantee of a specific compensation amount. All compensation payable under any contract resulting from this solicitation is subject to and contingent upon the County Council’s appropriation and encumbrance of funding for the program described in this solicitation. The purpose of this solicitation is to establish a fixed price, term contact for various types of banking supplies as listed on the Quotation Sheets, pages E-1 and E-2 of this solicitation for the Montgomery County, Department of Finance.
Bidder/Contractor must provide the County with all items listed on the Quotation Sheet on pages E-1 and E-2 of this solicitation within seven (7) business days of the County’s order unless a longer period is pre-approved by the County. Economic consulting services are required to assist the County government throughout negotiations with the FOP, IAFF, MCGEO, and MCVFRA (collectively referred to as “the Unions”), and continuing, as necessary, with labor and arbitration services.
Services for collective bargaining support are generally needed from August through February, with the most intense activity occurring December through February. Bargaining with the Unions begins on or about November 1st in the fiscal year prior to the year of expiration of the contract. The initial phase concludes in agreement or impasse by mid-January of the current expiration year. Mediation/ Arbitration proceedings must conclude by early February. All economic agreements and agreements requiring additions or changes to existing law, rules, or regulations are submitted to the Montgomery County Council for final approval. Services may also be required during March, April, and May, if impasse proceedings are extended. Ratified agreements become effective July 1st of the new fiscal year.
In addition to services that take place during collective bargaining, the County may request the Contractor conduct labor/economic/compensation studies outside of the collective bargaining process as the need arises. These services may result from requests from the County Executive's Office/Chief Administrative Officer; the County's legislative authority guided by the Office of Legislative Oversight, the Government Operations (GO) Committee, and/or requests from Council members through proposed legislation or changes to legislation; and state or federal legislation that may impact County salary/compensation requirements. The Montgomery County Department of Health and Human Services’ (DHHS) Latino Health Initiative (LHI) focuses on the development of effective, culturally, and linguistically competent programs to improve the health and well-being of underserved Latinos in the County. The target audience of the community outreach, engagement, and educational activities is Montgomery County residents with an emphasis on underserved Latino residents (“Clients”).
In response to the unique, unmet needs of the Latino community, the LHI developed the Health Promoters Program for the purpose of recruiting, training, and empowering nonprofessional health promoters to foster healthy behaviors, facilitate access to health and medical services, and advocate for health policies that benefit the community. The LHI has delivered community outreach and education services with the support of a cadre of volunteers, under the supervision of LHI’s health promotion team for over 20 years. LHI health promoters have provided direct services to the Latino community and the community Countywide, in a variety of settings including, but not limited to, schools, churches, community centers, public libraries, recreation centers, shopping centers, laundromats, residential complexes, and buses.

The Montgomery County Police Department is a "24-hour, 7-day a week" operation with numerous vehicles. The Contractor awarded this contract must be able to provide 24-hour support, 365 days a year (including Holidays and Leap Days).
